  1. Unless the electoral system has been changed since last time (which is possible), this can’t be right:

    “The second round of the legislative polls will pit the two leading candidates from the first round in each of 30 Senate seats”

    The Senate is (or was) two-seat districts, so I assume the runoff is among the top four if no candidate obtained a majority in the first round. (Really odd and distortionary electoral system!)

  2. I must confess ignorance of the rules in Haiti, but found the delay noteworthy.

    And yes: that does sound like an odd system.
