A bid to elect Colombian President Alvaro Uribe to a third term next year hit a snag on Friday after a panel of arbiters ruled that signatures collected in support of the effort were gathered improperly.

The final decision falls to the Constitutional Court, which is reviewing a bill passed by Congress calling for a referendum on the proposed constitutional amendment.

Specifically, the “panel of arbiters” is a panel from the Consejo Nacional Electoral (CNE), which is a regulatory body that oversees electoral matters. The issue at hand appears to be about the financing of the signature-gathering process.
There are differing opinions in Colombia as to whether such irregularities in signature collection would be grounds for rejecting said signatures. The entire situation will ultimately be part of the Constitutional Court’s deliberations on the matter.
