I think that the headline may be more provocative than the content of the quote, as it seems to suggest that the US would be involved in basing rights in other countries. The quote makes it sound as if Uribe is saying that Colombia is willing to work with all other interested countries to combat drugs and violence. I don’t for a minute think, for example, that Brazil would be willing to grant basing rights to the US. Peru, maybe, but that also strikes me as unlikely.
